The U.S. Nuclear Regulatory
Commission (NRC) is issuing for public
comment a draft NUREG–1021, Revision
11, ‘‘Operator Licensing Examination
Standards for Power Reactors.’’

I. Discussion
The draft NUREG provides policy and
guidance for the development,
administration, and grading of
examinations used for licensing
operators at nuclear power plants under
the Commission’s regulations in part 55
of title 10 of the Code of Federal
Regulations (10 CFR), ‘‘Operator
Licenses.’’ This draft NUREG also
provides guidance for maintaining
operators’ licenses, and for the NRC to
conduct requalification examinations
when necessary.

II. Background
Under the provisions of the
Paperwork Reduction Act of 1995 (44
U.S.C. chapter 35), the NRC recently
submitted a request for renewal of an
existing collection of information to
OMB for review entitled, ‘‘NRC Form
790, Classification Record.’’ The NRC
hereby informs potential respondents
that an agency may not conduct or
sponsor, and that a person is not
required to respond to, a collection of
information unless it displays a
currently valid OMB control number.
The NRC published a Federal
Register notice with a 60-day comment
period on this information collection on
August 24, 2015, 80 FR 51328.

ACTION: License renewal application;
docketing; opportunity to request a
hearing and to petition for leave to
intervene; order.
AGENCY:

The U.S. Nuclear Regulatory
Commission (NRC) is considering an
application for the renewal of Facility
Operating License No. R–113, which
authorizes the United States Geological
Survey (USGS or the licensee) to operate
the USGS Training, Research, Isotope
Production, General Atomics (TRIGA)
Research Reactor (GSTR) at a maximum
steady-state thermal power of 1.0
megawatts (MW). The GSTR is a TRIGAfueled research reactor located at the
Denver Federal Center, in Lakewood,
Colorado. If approved, the renewed
license would authorize the licensee to
operate the GSTR up to a steady-state
thermal power of 1.0 MW for an
additional 20 years from the date of
issuance of the renewed license.
DATES: A request for a hearing or
petition for leave to intervene must be
filed by April 5, 2016. Any potential
party as defined in § 2.4 of title 10 of the
Code of Federal Regulations (10 CFR),
who believes access to sensitive
unclassified non-safeguards information
(SUNSI) is necessary to respond to this
notice must request document access by
February 16, 2016.
