In line with the Terms of Clearance that were set out in OMB’s March 21, 2016, Notice of Action, this iteration requests approval of our final briefing scripts. No other changes have been made to the ICR. The final briefing scripts are being added to replace the draft scripts which were attached to the initial iteration of the emergency information collection request.


This non substantive change request also includes the emergency Federal Register notice which further demonstrates CMS’ compliance with the March 21, 2016, Terms of Clearance. Specifically, the Federal Register notice sets out a public comment period that runs simultaneously with the survey testing activity. The notice also specifies where the public can review the survey testing instrument and how they can submit comments. The emergency Federal Register notice published on March 29, 2016 (81 FR 17460).
