May 2014, Public Law 113-101 Digital Accountability and
Transparency Act of 2014 (DATA Act) was enacted with the
purpose of establishing government-wide financial data
standards and increasing the availability, accuracy, and
usefulness of federal spending information.
As
a current participant in the Administration for Children
and Families’ (ACF) pilot to submit a Federal
Financial Report in one system (referred to as
Consolidated FFR), we would like to hear about your

What
is the Section 5 Pilot?
Section
5 of the DATA Act requires the Federal Government to
“establish a pilot program with the participation
of appropriate Federal agencies to facilitate the
development of recommendations for:
Standardized
reporting elements across the Federal government;
The
elimination of unnecessary duplication in financial
reporting;
The
reduction of compliance costs for recipients of Federal
awards.”
The
Office of Management and Budget (OMB) has designated the
Department of Health and Human Services (HHS) as the
executing agent of the Section 5 Grants Pilot. The
HHS DATA Act Program Management Office (DAP) has
developed a Pilot framework to meet these legislative
requirements including five Test Models requiring
participation from recipients of federal awards. The DAP
is collaborating with ACF to use their Consolidated FFR
pilot as one of those six Test Models.
How
was I selected?
As
a participant in the ACF pilot, your organization’s
name was provided to DAP. You are receiving this email
because you recently submitted the FFR in a consolidated
system on behalf of your organization.

participation may affect and improve the future FFR
submittal process.
