DATA Act of 2014

A message from the United States Department of Health & Human Services DATA Act Program Management Office (DAP)

This is your chance to be heard by Congress and improve the future Federal Financial Report submittal process.

In May 2014, Public Law 113-101 Digital Accountability and Transparency Act of 2014 (DATA Act) was enacted with the purpose of establishing government-wide financial data standards and increasing the availability, accuracy, and usefulness of federal spending information.

As a current participant in the Administration for Children and Families’ (ACF) pilot to submit a Federal Financial Report in one system (referred to as Consolidated FFR), we would like to hear about your experience. Please click on the link below to access a short survey regarding the Consolidated FFR submittal process:

https://www.surveymonkey.com/r/RX8YH5T

If you or your organization has any questions regarding the survey and its relationship to the DATA Act, DAP will be hosting a short 15 minute live webinar on May 26, 2016 to describe this Pilot. DAP will email an invitation containing details about this webinar shortly.

What is the Section 5 Pilot?

Section 5 of the DATA Act requires the Federal Government to “establish a pilot program with the participation of appropriate Federal agencies to facilitate the development of recommendations for:

         Standardized reporting elements across the Federal government;

         The elimination of unnecessary duplication in financial reporting;

         The reduction of compliance costs for recipients of Federal awards.”

The Office of Management and Budget (OMB) has designated the Department of Health and Human Services (HHS) as the executing agent of the Section 5 Grants Pilot.  The HHS DATA Act Program Management Office (DAP) has developed a Pilot framework to meet these legislative requirements including five Test Models requiring participation from recipients of federal awards. The DAP is collaborating with ACF to use their Consolidated FFR pilot as one of those six Test Models.

How was I selected?

As a participant in the ACF pilot, your organization’s name was provided to DAP. You are receiving this email because you recently submitted the FFR in a consolidated system on behalf of your organization.

Why should I participate?

This is your chance to be heard by Congress!  Your participation may affect and improve the future FFR submittal process.

How do I participate?

It’s simple! By May 30, 2016, use the following link to complete a survey about the new Consolidated FFR submittal process:

If you or your organization has any questions regarding the survey and its relationship to the DATA Act, DAP will be hosting a short 15 minute live webinar on May 26, 2016 to describe this Pilot. DAP will email an invitation containing details about this webinar shortly.

Please note that your participation is strictly voluntary.  The results will be analyzed and compiled so that DAP can provide recommendations for OMB’s report to Congress.  In this way, your voice will be heard and will affect and improve future federal award processes, forms, and requirements.
