I wonder if outside sources should be available for this test? Isn't part of the hypothesis that having information in one place is better? So letting folks look around the internet like they would in reality may be a better measure.

PM: If people do search the Internet for grants related info it is unlikely that top sources would not be Grants.gov.  Revised to say "Please do not consult Learn Grants or Grants.gov"
