Abstract: The purpose of the RTT-ELC program is to improve the quality of early learning and development and close the achievement gap for children with high-needs. This program focuses on improving early learning and development for young children by supporting States' efforts to increase the number and percentage of low-income and disadvantaged children, in each age group of infants, toddlers, and preschoolers, who are enrolled in high-quality early learning and development programs; and designing and implementing an integrated system of high-quality early learning and development programs and services. This information collection seeks approval of the application package for this grant program.

Short Statement: The Departments of Education and Health and Human Services are publishing a notice inviting applications for the FY 2013 competition for Race to the Top - Early Learning Challenge. Applicants will use this new application package to apply for grant funds. This results in an increase in burden and responses of 38 responses and 8,550 hours.
