Other change: **

The amendment is a technical amendment recommended by OMB to overtly address monitoring by HUD OIG.  The CPD regulations require the states and entitlement entities to collect and maintain records as grantees. The regs also provide for HUD and HUDOIG to monitor the states and entitlement grantees. The current PRA notices talk about collection but aren’t 100% clear on grantee obligations  re monitoring by HUD and HUDOIG. The amendments are the  currently filed justification, with  the addition of a sentence in each clarifying  this point. I’ve attached the draft amended justification again your convenience. ) They add no additional burden but prevent pushback by the grantees that they don’t have to provide documents to HUD or HUDOIG.  OMB has agreed with this approach, and asked that the language be forwarded to you HUD PRA staff for processing. ,
