FISMA requirements apply to all
Federal contractors and organizations or
sources that possess or use Federal
information, or that operate, use, or
have access to Federal information
systems on behalf of an agency. OPM
will be responsible for oversight and
compliance of their contractors and
agents. Both OPM and SSA reserve the
right to conduct onsite inspection to
monitor compliance with FISMA
regulations.
F. Inclusive Dates of the Match
The matching program shall become
effective upon the signing of the
agreement by both parties to the
agreement and approval of the
agreement by the Data Integrity Boards
of the respective agencies, but no sooner
than 40 days after notice of this
matching program is sent to Congress
and the Office of Management and
Budget or 30 days after publication of
this notice in the Federal Register,
whichever is later. The matching
program will continue for 18 months
from the effective date and may be
extended for an additional 12 months
thereafter, if certain conditions are met.

AGENCY:

The Retirement Services,
Office of Personnel Management (OPM)
offers the general public and other
federal agencies the opportunity to
comment on an extension without
change of a currently approved
information collection (ICR) 3206–0226,
It’s Time to Sign Up for Direct Deposit
or Direct Express. As required by the
Paperwork Reduction Act of 1995, (Pub.
L. 104–13, 44 U.S.C. chapter 35) as
amended by the Clinger-Cohen Act
(Pub. L. 104–106), OPM is soliciting
comments for this collection. The Office
of Management and Budget is
particularly interested in comments
that:
1. Evaluate whether the proposed
collection of information is necessary
for the proper performance of functions

of the agency, including whether the
information will have practical utility;
2. Evaluate the accuracy of the
agency’s estimate of the burden of the

clarity of the information to be
collected; and
4. Minimize the burden of the
collection of information on those who
are to respond, including through the
use of appropriate automated,
electronic, mechanical, or other
technological collection techniques or
other forms of information technology,
e.g., permitting electronic submissions
of responses.

SUPPLEMENTARY INFORMATION: RI 38–128
is primarily used by OPM to give recent
retirees the opportunity to waive Direct
Deposit of their annuity payments. The
form is sent only if the separating
agency did not give the retiring
employee this election opportunity.
This form may also be used to enroll in
Direct Deposit, which was its primary
use before Public Law 104–134 was
passed. This law requires OPM to make
all recurring benefits payments
electronically to beneficiaries who live
where Direct Deposit is available.
Beneficiaries who do not enroll in the
Direct Deposit Program will be enrolled
in Direct Express.
