SUBJECT: Chimpanzee Research Use Form, OMB number 0925-0705, expiration date October 31, 2017

This is a request for OMB to approve a modification of the “Chimpanzee Research Use Form” OMB Control No. 0925-0705. The modification would accommodate the agency’s announcement that it will support research involving chimpanzees only if the research could be conducted in the Federal Sanctuary System. Generally, we refer to this type of research as “noninvasive.” The original Chimpanzee Research Use Form, however, addressed both “noninvasive” and “invasive” research using chimpanzees, with the invasive research components requiring a considerable amount of detail for NIH to determine if such work complied with an earlier agency policy, including a former Chimpanzee Research Use Panel. The November 2015 agency announcement and additional clarifications published in a February 2016 Federal Register Notice and May 2015 notice in the NIH Guide render most of the original Chimpanzee Research Use Form obsolete. These obsolete items pertained to invasive research (i.e., research that was not exempt from the Chimpanzee Research Use Panel) and other information to prepare for consideration by the former Panel.

The NIH plans to simplify the information collection by removing obsolete sections and update language to conform to the Federal Register and NIH Guide notices. Based on previous testing using the portion of the information collection instrument that is still applicable, the burden is reduced from 2 hours 30 minutes. The NIH is not adding questions. We are, however, rephrasing some items so they align with the public notices. Form instructions have also been updated.
