The Retirement Services,
Office of Personnel Management (OPM)
offers the general public and other
federal agencies the opportunity to
comment on a revised information
collection request (ICR) 3206–0140,
Representative Payee Application (RI
20–7) and Information Necessary for a
Competency Determination (RI 30–3).
As required by the Paperwork
Reduction Act of 1995 (Pub. L. 104–13,
44 U.S.C. chapter 35) as amended by the
Clinger-Cohen Act (Pub. L. 104–106),
OPM is soliciting comments for this
collection. The information collection
was previously published in the Federal
Register on September 9, 2015 (Volume
80, No. 174, Page 54328) allowing for a
60-day public comment period. No
comments were received for this
information collection. The purpose of
this notice is to allow an additional 30
days for public comments.
DATES: Comments are encouraged and
will be accepted until July 27, 2016.
This process is conducted in accordance
with 5 CFR 1320.1.

SUPPLEMENTARY INFORMATION: The Office
of Management and Budget is
particularly interested in comments
that:
1. Evaluate whether the proposed
collection of information is necessary
for the proper performance of functions
of the agency, including whether the
information will have practical utility;
2. Evaluate the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used;
3. Enhance the quality, utility, and
clarity of the information to be
collected; and
4. Minimize the burden of the
collection of information on those who
are to respond, including through the
use of appropriate automated,
electronic, mechanical, or other
technological collection techniques or

e.g., permitting electronic submissions

RI 20–7, Representative Payee
Application, is used by the Civil Service
Retirement System (CSRS) and the
Federal Employees Retirement System
(FERS) to collect information from
persons applying to be fiduciaries for
annuitants or survivor annuitants who
appear to be incapable of handling their
own funds or for minor children. RI 30–
3, Information Necessary for a
Competency Determination, collects
medical information regarding the
annuitant’s competency for OPM’s use
in evaluating the annuitant’s condition.

I. Introduction
The Commission gives notice that the
Postal Service filed request(s) for the
Commission to consider matters related
to negotiated service agreement(s). The
request(s) may propose the addition or
removal of a negotiated service
agreement from the market dominant or
the competitive product list, or the
modification of an existing product
currently appearing on the market
dominant or the competitive product
list.
Section II identifies the docket
number(s) associated with each Postal
Service request, the title of each Postal
Service request, the request’s acceptance
date, and the authority cited by the
Postal Service for each request. For each
request, the Commission appoints an
officer of the Commission to represent
the interests of the general public in the
proceeding, pursuant to 39 U.S.C. 505
(Public Representative). Section II also
establishes comment deadline(s)
