The U.S. Census Bureau and the National Center for Education Statistics (NCES) co-fund the Annual Survey of School System Finances that consists of the form: F-33. Form F-33 collects school district level finance data on revenues, expenditures, debt, and assets from elementary and secondary school systems.


President Obama signed the Every Student Succeeds Act (ESSA) on December 10, 2015.  This bipartisan measure reauthorizes the 50-year-old Elementary and Secondary Education Act (ESEA), the nation’s national education law and longstanding commitment to equal opportunity for all students.  The new law builds on key areas of progress in recent years, made possible by the efforts of educators, communities, parents, and students across the country.  In order to assist state educational agencies (SEAs) in implementing ESSA, the Department of Education has deemed it necessary to collect two additional data items on the F-33. Pursuant to ESSA, each state will be required to produce annual report cards at the State and district level that include “The per-pupil expenditures of Federal, State, and local funds, including actual personnel expenditures and actual non-personnel expenditures of Federal, State, and local funds, disaggregated by source of funds, for each local educational agency and each school in the State for the preceding fiscal year.”

The current information collection for the F-33 (OMB Control Number 0607-0700) has approval through 10/31/2018. In response to the aforementioned legislation, the Census Bureau is requesting to add two additional data items to the F-33 form beginning with the FY2016 survey year, mailed in January/February of 2017.


The estimated increase in burden is 26 hours. The increase is calculated by multiplying 30 minutes, the average additional time needed to complete the new items, by the total number of responses, 51. Attachment A is a draft of the new F-33 form with the additional items appearing in Part XI page 5.


The Census Bureau will inform respondents about the new item using a flyer mailed with their survey form. Attachment B is the draft flyer.
