The Rural Utilities Service (RUS)
makes mortgage loans and loan guarantees to qualified telephone
companies for the purpose of providing telephone service to rural
subscribers. The items covered by this information collection
package are used to determine an applicant's eligibility to
borrower under the terms of Section 201 of the RE Act and for RUS
to determine the Government's security for loans is adequately
protected.

There was a program adjustment
resulting in an increase of 1,463 burden hours (from 3,224 to
4,687) because of a program adjustment in response times.The agency
has seen a reduction in numbers of respondents over the last
collection period, from 40 to 17, however there was an adjustment
in the hours of estimated response time. Based upon agency
experience and upon interviews with respondents and others familiar
with this collection, estimated response times were increased from
79 to 259.5 for loan requirements and preloan procedures and from
95 to 275.5 for respondents submitting acquisition and merger
proposals.
