  1. COLLECTION OF INFORMATION EMPLOYING STATISTICAL METHODS



  1. There are 12,782 local police departments, sheriff’s offices, four-year university police departments, constables/marshals, and offices of state law enforcement agencies in the potential respondent universe. Using the 2008 Census of State and Local Law Enforcement Agencies conducted by the United States Department of Justice Bureau of Justice Statistics, only agencies with 10 or more full-time equivalent sworn officers and patrol and response, criminal investigation, and/or traffic and vehicle responsibilities are included in the respondent universe. We plan to take a census of all these local agencies and offices of state agencies to gather data representative at the state level. Please see the attached table for a breakdown of the potential respondent universe by stratum. The response rate for 2016 was 52 percent. Based on the average response rate for the past four years, the 2017 response rate is expected to be approximately 46 percent. Documentation of the census plan is attached.


  1. The census for the 2017 National Drug Threat Survey includes all of the agencies in the potential respondent universe. The census will allow for greater confidence in the results than in the past. The expected 46% response rate would provide sufficient data for a 0.94 confidence interval at a 95% confidence level for the nation as a whole. The average confidence interval by state at the 95% confidence level is expected to be 9.15.


  1. DEA personnel assigned to the Domestic Strategic Intelligence Unit (NTSD) and the Statistical Services Section (FRS) will be assigned to identify and verify appropriate survey recipients at sample agencies and conduct follow-up activities for non-responding agencies. A weighting adjustment will be made to correct for agency nonresponse. Agencies found to have closed will be removed from the potential respondent universe.


  1. DEA personnel assigned to the Domestic Strategic Intelligence Unit (NTSD) designed the survey instrument in consultation with Gamaliel Rose (202-307-7088) and Rebecca Ciesielski (406-655-2933) of the DEA Statistical Analysis Unit (FRSA). Mr. Rose and/or Ms. Ciesielski will analyze the survey results.


Documentation for the 2017 National Drug Threat Survey Census Design



The National Drug Threat Survey (NDTS) is sponsored and conducted by the Drug Enforcement Administration (DEA). The potential respondent universe for the 2017 NDTS was drawn from a subset of the responses to the 2008 Census of State and Local Law Enforcement Agencies (CSLLEA), which was conducted by the Bureau of Justice Statistics.


Local police departments, sheriff’s offices, four-year university police departments, and constables/marshals were included in the potential respondent universe if they met the following criteria:

  • At least 10 full-time equivalent sworn officers1 on staff

  • Has responsibilities in at least one of the following areas: patrol and response, criminal investigation, and traffic and vehicle enforcement

  • Not known, from previous NDTS efforts, to have closed


The potential respondent universe also includes the local offices or barracks of primary state law enforcement agencies, state bureaus of investigation, and narcotics enforcement agencies that, overall, meet the criteria above. The local offices or barracks of five entities not included in the 2008 CSLLEA were also included in the sampling frame in order to have coverage in the U.S. territories. These entities are the American Samoa Department of Public Safety, the Guam Police Department, the Puerto Rico Police Department, the Commonwealth of the Northern Mariana Islands Department of Public Safety, and the Virgin Islands Police Department.


The total potential respondent universe contains 12,782 units. These units are broken into state-level strata.
