49 USC Section 5310 - Capital
Assistance Program for Elderly Persons and Persons with
Disabilities provides formula funding to states for the purpose of
assisting private nonprofit groups in meeting the transportation
needs of older adults and people with disabilities when the
transportation service provided is unavailable, insufficient, or
inappropriate to meeting these needs. Section 5311 - Non-Urbanized
area formula program provides capital, planning, and operating
assistance to states and federally recognized Indian tribes to
support public transportation in rural areas with populations less
than 50,000, where many residents often rely on public transit to
reach their destinations. It also provides funding for state and
national training and technical assistance through the Rural
Transportation Assistance Program.

The total number of burden
hours associated with this request is 45,087, representing an
increase of 24,205 hours from the previous request of 20,882 hours.
The increase is due to three factors; 1.) An increase in the number
of Section 5310 applicants due to a change in the Moving Ahead for
Progress in the 21st Century (MAP-21) Act. MAP-21 changed the
eligible recipients for Section 5310 from only states to states and
designated recipients in urbanized areas, greatly increasing the
number of applicants; 2.) The addition of a pilot discretionary
grant program under the Section 5310 program in the FAST Act; and
3.) An increase in the number of Indian Tribes participating in the
Tribal Transit program.
