On January 8, 2016, the Commission adopted a Report and Order, Second Report and Order, and Order on Reconsideration, FCC 16-1 (323/CORES Order and Reconsideration Order). The 323/CORES Order and Reconsideration Order adopted changes to the ownership reporting requirements that are intended to further improve the data collected on the form. The 323/CORES Order and Reconsideration Order adopts a Restricted Use FRN within CORES that individuals may use solely for the purpose of broadcast ownership report filings. In light of the Commission’s adoption of the Restricted Use FRN, the 323/CORES Order and Reconsideration Order eliminates the availability of the interim Special Use FRN for broadcast ownership reports, except in very limited circumstances. The 323/CORES Order and Reconsideration Order prescribes revisions to the reporting requirements for noncommercial broadcast stations that more closely conform to the reporting requirements for commercial broadcast stations. The 323/CORES Order and Reconsideration Order also makes a number of other improvements to the forms that are intended to reduce the filing burdens on broadcasters, streamline the filing process, and increase the quality and usability of the data submitted to the Commission. These changes include extending the biennial filing deadline for Form 323, reducing the number of filings required, improving the reporting of other broadcast and daily newspaper interests, and additional improvements.

The Commission has program changes of -4,910 to the number of respondents, -4,910 to the annual number of responses, -28,505 to the annual burden hours and -$16,814,840 to the total cost burden which are due to revisions to Form 2100, Schedule 323 (formerly Form 323) and also an increase in the filing fees. These revisions are a result of the Commission adopting the 323/CORES Order and Reconsideration Order. The form and its instructions have been revised to account for these changes, which are intended to improve the comprehensiveness and reliability of the broadcast ownership data collected on the form while reducing the filing burdens on broadcast licensees and other filers.
