This Justification for Change requests merging OMB Control Number 0581-0281 Paper and Paper-Based Packaging Promotion, Research & Information Order (Paper) into OMB Control Number 0581-0093 National Research, Promotion, and Consumer Information Programs (R&P).

The Paper and Paper-Based Packaging Promotion, Research & Information Order, OMB Control Number 0581-0281 was approved on 3/12/2014, and in that collection package we stated that we would ultimately merge 0581-0281 into 0581-0093 – National Research, Promotion and Consumer Information Programs. Because the Paper and Paper-Based Packaging program was a new research and promotion program, we wanted to give the program time to adjust forms and not tie-up the primary collection package for R&P Programs (0581-0093). Now that the Paper program has been functioning, we would like to merge (0581-0281) Paper program with the other (0581-0093) R&P Programs. We are requesting the change to merge these two collection packages because the forms are similar and we want to try to prevent duplication of burden.

All of the forms in (0581-0281) Paper Program will have the OMB Control Number 0581-0093 as we are transferring these forms into the 0581-0093 collection package. In addition, once we receive approval of the merge, OMB Control Number 0581-0281 will be discontinued.

0581-0281: 2696 respondents = 5752 responses 2188 burden hours

0581-0093: 429,425 respondents = 516,976 responses 171,948 burden hours

Grand Total 522,728 responses 174,136 burden hours

The total number of respondents would be 432,121, since the respondents in 0581-0281 would be different than those responding to 0581-0093. In addition, the affected public would primarily be business or other for-profit entities, as well as farms.
