Ethanol Flex Fuel (EFF) Full-Refiner Batch Report – (EFF0200): Instructions for Completing

Who must report

• Any EFF full-refiner for each of its refineries, and any importer for the ethanol flex fuel it imports, shall submit to EPA an Ethanol Flex Fuel Full-Refiner Batch Report for each batch produced during the compliance year. This report is used to demonstrate compliance with applicable EFF requirements by batch of EFF.

Reporting deadlines for refiners and importers

• EFF full-refiners or importers shall submit to EPA the Ethanol Flex Fuel Full-Refiner Batch Report(s) by March 31^st of each year for the prior calendar year averaging period.

• EPA maintains report templates, electronic submission procedures and additional support options at http://www.epa.gov/otaq/fuels/reporting/cdx.htm.

This six digit batch number must form a unique identifier when combined with company ID, facility and year (e.g., 4321-54321-14-000001, 4321-54321-14-000002, etc.), as described in 40 CFR 80.65(d)(3). Please include leading zeros where applicable.
9	Batch Volume	Gallons	999999999; Number. Production volume of the reported batch of EFF.
10	Production Date		MM/DD/YYYY; Character. Date the reported batch was produced or imported.
11	Product Type		AA; Character. Enter the one appropriate product description code from the following list: ER = EFF produced for use in an area required to use reformulated gasoline as described in 40 CFR § 80.70 EC = EFF produced for use in conventional gasoline areas
12	Batch Grade		AA; Character. Enter the one appropriate batch grade code from the following list. HI = EFF that contains more than 50 volume percent ethanol up to and including 83 volume percent ethanol (i.e. E51-83) LO = EFF that contains more than 15 volume percent ethanol up to and including 50 volume percent ethanol (i.e. E16-50)
13	EFF RVP Standard		AA; Character. • For EFF produced for use in a VOC-controlled RFG area, report the appropriate region; if not VOC-controlled report “VN”. • For EFF produced for use in a CG area, report “VN” if the batch was produced for use during winter. Indicate “V1” If the batch was produced for use in a 7.8 psi area, or “V2” if it was produced for use in a 9.0 psi area.
