and is the single most important source of up-to-date information on business research and
development (R&D) in the United States. Accurate information about R&D and innovation will help
leaders in the public and private sectors make better decisions to strengthen American competitiveness.

Title 13 United States Code, Sections 224 and 225 require businesses and other organizations that
receive this questionnaire to answer the questions and return the report to the U.S. Census Bureau.
