Dear Dr. Ramchand,
The Office of the Under Secretary of Defense for Personnel and Readiness Research Regulatory
Oversight Office has completed its human research protection official review of the documents
submitted for the above referenced research study. The study is in compliance with 32 CFR 219,
“Protection of Human Subjects,” and Department of Defense requirements as specified in DoD
Instruction 3216.02, “Protection of Human Subjects and Adherence to Ethical Standards in DoDSupported Research.” We concur with the RAND IRB’s approval of this study, which expires on
January 4, 2017. Prior to the expiration date, please provide documentation that the IRB has
approved a continuing review of the study, or that the study has been completed. Prior to
implementation of any changes, please submit them to both the primary IRB and this office for
review.
As principal investigator, you are responsible for ensuring that everyone involved in the conduct
of the study adheres to the approved protocol. You are also required to report any adverse events
or unanticipated problems and actions taken to mitigate the events to both the primary IRB and
this office within 24 hours of being notified of an occurrence.
