SUBJECT: Justification for the Use of the Social Security Number (SSN) for DD Form 1172-2,
“Application for DEERS Enrollment/ID Card Issuance”
In accordance with DoD Instruction (DoDI) 1000.30, “Reduction of Social Security
Number (SSN) Use within DoD” this memorandum justifies the collection and continued use of
the SSN on the DD Form 1172-2 (TAB B) which is the application used for Defense Enrollment
Eligibility Reporting System (DEERS) enrollment and identification (ID) card issuance.
The DD Form 1172-2 is used by all eligible DoD personnel for DEERS enrollment,
including current, former and retired members of the uniformed services, DoD civilian
employees, contractors, foreign nationals, and other eligible individuals identified in DoD policy
(i.e., DoD Manual 1000.13, Volumes 1 and 2). In support of the Department’s SSN reduction
plan, collection of the SSN is only required for initial DEERS enrollment and the DoD ID
number may be used for any subsequent transactions.
The SSN that is collected on the DD Form 1172-2 is used in documented and published
computer matching agreements to verify an individual’s eligibility for benefits with other Federal
agencies (e.g., Social Security Administration and Department of Veterans Affairs). The
collection of SSN allows the DoD to minimize the risk of providing benefits to those that are not
eligible. A more detailed list of computer matching requirements and SSN use is available by

acceptable SSN use as specified in DoDI 1000.30.
