Advanced Education Nursing Traineeship (AENT) Program Specific Data Collection Forms for Use with the New Advanced Nursing Education Workforce (ANEW) Program

A. Justification

  1. Circumstances Making the Collection of Information Necessary

This request is for continued approval from the Office of Management and Budget (OMB) for information collection activities from applicants of the Advanced Nursing Education Workforce (ANEW) Program within the Health Resources and Services Administration’s Bureau of Health Workforce. The current approval (OMB #915-0375) expires on January 31, 2017 and covers data collection efforts for the Advanced Education Nursing Traineeship (AENT) program. The ANEW Program incorporates elements of HRSA’s AENT and Advanced Nursing Education (ANE) programs. The Program Specific Data Collection Forms for the former AENT Program have been simplified and updated for use for the ANEW program. HRSA requests approval to continue to use this information collection over the next three years.


The ANEW Program is authorized by Section 811 of the Public Health Service (PHS) Act (42 U.S.C. 296j) and provides advanced education nursing training grants to educational institutions to increase the numbers of primary care nurse practitioners, primary care clinical nurse specialists, and nurse midwives.

  1. Purpose and Use of Information Collection


Funds appropriated for the ANEW Program are distributed among eligible institutions based on a competitive review process, as permitted by PHS Act Section 806(e)(1). This information collection is completed by applicants to the ANEW Program as part of the funding application process. HRSA uses the data from the ANEW Program-Specific Data Collection Forms as part of the process for determining the award amount, ensuring compliance with programmatic and grant requirements, and to provide information to the public and Congress.


The proposed ANEW Tables are very similar to the previous AENT Tables and include information on program participants such as the projected number of enrollees/trainees receiving traineeship support, projected number of graduates receiving traineeship support for the previous fiscal year, the types of programs they are enrolling into and/or from which enrollees/trainees are graduating, the distribution of primary care nurse practitioners, primary care clinical nurse specialists, and nurse-midwives who plan to practice in rural and underserved settings. To reduce the reporting burden for applicants, HRSA simplified the tables to focus on the types of providers and practice settings that are included in the statute in order to determine whether applicants qualify for the preference or special consideration in making awards for this program.



The ANEW Program Specific Data Forms request information from applicants on program participants from the previous year including:

  • The number of enrollees and number of enrollees supported

  • Number of graduates and number of graduates supported

  • Projected data on the number of enrollees and graduates, the degree program (Master’s and Doctoral)

  • Percentage of graduates who practice in underserved, rural, or public health practice settings.


  1. Use of Improved Information Technology and Burden Reduction

The proposed ANEW Program Specific Data Forms have been streamlined to capture only the information that is essential for use in processing the application including determining the funding preferences and the award amount.

  1. Efforts to Identify Duplication and Use of Similar Information

There is no duplication of reporting with this activity. The ANEW data collection briefly captures information during the application process that is necessary for determining eligibility for funding preferences and for determining award amount. Those applicants who receive grants later report post-award performance information in the Bureau of Health Workforce Performance Measures System. However, this system is only available to grantees (not applicants) and requires that grantees submit significantly more information.


  1. Impact on Small Businesses or Other Small Entities

This data collection should not have a significant impact on small businesses or other small entities.

  1. Consequences of Collecting the Information Less Frequently

This data collection must occur at the time of application as it is essential for determining funding preferences and award amounts. If this data was not collected at the time of application, then the agency would not be able to (1) implement the statutory funding preferences, (2) determine award amounts, or (3) provide program specific information.


  1. Special Circumstances Relating to the Guidelines of 5 CFR 1320.5

The request fully complies with the regulation.



  1. Comments in Response to the Federal Register Notice/Outside Consultation

Section 8A:

The 60-day Federal Register Notice was published in the Federal Register on November 8, 2016, Vol.81, No. 216; pp. 78608 and 78609. There were no public comments.


Section 8B:

  • HRSA has used these data collection tables annually and has not received any comments or concerns from the hundreds of applicants who have used it. For this submission, HRSA did not conduct a separate consultation with people from outside the agency.


  1. Explanation of any Payment/Gift to Respondents

Respondents will not receive any payments or gifts.


  1. Assurance of Confidentiality Provided to Respondents

The Privacy Act of 1974 (5 U.S.C. 522a) is not applicable to this request, as this information collection does not obtain confidential information.

  1. Justification for Sensitive Questions

There are no questions of a sensitive nature; the data collection does not request Social Security Numbers or Personal Identifiable Information on the enrollees (trainees) or graduates.

Based on the estimated total number of burden hours, it is estimated that the annualized cost to respondents is approximately $340.76. This result was obtained by multiplying the number of burden hours by the average hourly wage rate of an individual employed in an academic setting. (Note: wage rates were obtained from the United States Department of Labor http://www.bls.gov/bls/blswage.htm. Average Hourly Rate for this labor category is $48.68. Data collection and reporting activities are a grant requirement authorized under 45 CFR Part 74.

  1. Estimates of other Total Annual Cost Burden to Respondents or Recordkeepers/Capital Costs

Other than their time, there is no cost to respondents. Applicant institutions already collect and maintain the required information such as number and characteristics of enrollees, graduates, students supported, and the types and characteristics of programs from which trainees are enrolling, receiving traineeship support and/or graduating.

  1. Annualized Cost to Federal Government

There is no additional cost to the Federal Government for this information collection. The information is collected as part of the application process and housed in existing systems. The systems used to collect information for the applications are maintained at each applicant organization and the information is maintained in the HRSA EHBs system when submitted to this Federal agency.


  1. Explanation for Program Changes or Adjustments

The current OMB burden hour inventory for this information collection request is 882 hours. This current request is for 1,652 hours due to the increase in anticipated responses.

  1. Plans for Tabulation, Publication, and Project Time Schedule

The information collection forms will be published in the Funding Opportunity Announcement which will be on the worldwide web, Grants.gov and the HRSA EHBs. Submitted information will be used during the application process for determining eligibility for funding preferences and for determining award amount. Summarized data may be used in reports and in communications with the public and Congress. Clearance is requested for the maximum of 3 years.
