Owners and operators of affected facilities are required to comply with reporting and record keeping requirements for the general provisions of 40 CFR Part 60, Subpart A, as well as the specific requirements at 40 CFR Part 60, Subpart JJJJ. This includes submitting initial notifications, performance tests and periodic reports and results, and maintaining records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These reports are used by EPA to determine compliance with the standards.

There is an adjustment increase in the total estimated burden and labor costs as currently identified in the OMB Inventory of Approved Burdens. The change in burden occurred due to a program change. Beginning in 2015, this rule requires annual reporting for emergency stationary SI ICE that operate under the conditions at §60.4243(d)(3)(i). This ICR includes burden estimates for the annual reporting requirements. In addition to the program change the burden in this ICR has increased due to an increase in the estimated number of respondents. The number of sources has increased since the last ICR to account for industry growth in the past three years. There is an increase in the total capital/startup and O&M as currently identified in the OMB Inventory of Approved Burden. This increase has occurred due to an increase in the estimated number of respondents. The number of sources has increased since the last ICR to account for industry growth in the past three years.
