Purpose of this Submission: This submission is being made for a non-substantive change request to an existing information collection pursuant to 44 U.S.C. § 3507. This submission seeks to update (i) FCC Form 499-A; (ii) the accompanying instructions to FCC Form 499-A; (iii) FCC Form 499-Q; and (iv) the accompanying instructions to FCC Form 499-Q. On October 29, 2013, the Commission issued a Public Notice seeking comment on the proposed revisions (DA 16-1269).
Summary of Proposed Updates to the 2017 FCC Form 499-A and FCC Form 499-Q
Date Changes: Dates were updated throughout. References to “2016” were changed to “2017,” and references to “2015” were changed to “2016.” In addition, “January” was added to the date reference at the bottom of each page.
Stylistic Changes: In a number of instances, minor stylistic changes, such as typos and spacing, were corrected in the FCC Forms 499-A and 499-Q, without changing the substance. Citations were updated as appropriate in the FCC Form 499-A for clarification purposes.
Summary of Proposed Changes to Form 499-A Instructions
Consolidated Filers: Consolidated filers are reminded to include all legal and trade names of entities covered by the filing (page 11).
Circularity Factor Update: The circularity factor was adjusted and updated based upon the quarterly contribution factors (page 51).
Date Changes: Dates were updated throughout. References to “2016” were changed to “2017,” and references to “2015” were changed to “2016.”
Language Conforming to Commission Orders: The instructions were updated to reflect recent Commission decisions (pages 26, 27, 33, 34).
Stylistic Changes: In a number of instances, minor stylistic changes, such as typos and spacing, were corrected in the FCC Form 499-A instructions, without changing the substance.
Traffic Studies Submission: The instructions were updated to reflect that traffic studies are now required to be submitted only to USAC (page 42).
