SUBJECT: Justification for non-substantive change to OMB Package for sustainability study (0990-0450)

In September 2016, the Office of Adolescent Health was granted approval to collect data for the Sustainability Study of Former Grantees Funded by OAH in 2010 (ICR # 201606-0990-001). The purpose of this memo is to provide justification for a proposed non-substantive change to Part A of the OMB package.

The purpose of the study is to assess the extent to which former OAH-funded programs are sustained and identify the key factors that either enabled or hindered grantees’ ability to do so. The results of the study will be incorporated into an interim report, a final report, and up to eight case studies or briefs per round of interviews. These deliverables will describe grantees’ sustainability efforts for all audiences and highlight key challenges, successes, and lessons learned for future funding and program implementation. Findings from the study will help OAH inform grantees about strategies for success, and will guide future efforts to provide targeted support and technical assistance to federally-funded grantees.

Data gathered through this study is not sensitive in nature, and examines organizational or program practices and experiences. Individual respondents will be kept private and no individual names will be used in the reporting. However, some products may describe the specific context for implementation or highlight particular strategies or experiences that make it possible to identify grantees or programs. Therefore we propose to make a minor adjustment to the language in Section A10 (Assurance of Confidentiality) to remove the following sentence:

“Grantee and implementing organizations will also be de-identified in reports, figures, and tables, to maintain confidentiality.”

The updated language would read as follows:

“Data being gathered through this study is not sensitive in nature, and examines organizational or program practices and experiences. However, to protect individual privacy, reporting will not include information such as staff name or attribute quotes to individuals”.
