This collection is necessary for HHS
to reconcile advance payments for cost-sharing reductions to health
insurance issuers against actual amounts paid by issuers on behalf
of enrollees during the benefit year.
Changes here are limited to
making optional the reporting of certain data elements and the
addition of three other data elements. Upon review of the
Supporting Statement for this revised collection, we now estimate
that 80 percent of issuers will not submit the newly optional plan
summary data, but that 80 percent of issuers will submit the 3 new
optional data elements and, as a result, the overall burden will
decrease from the current 6,757 hours to a total of 5,596 hours.
The primary reason for this decrease is operational efficiencies;
the data elements will speed data validation and reduce the number
of times issuers must resubmit data. Please see Table 12A for a
summary of burden hours.
