Qualified persons inspect track and take action to allow safe passage of trains. FRA amended the Federal Track Safety Standards to promote the safety of railroad operations by enhancing flaw detection processes. Specifically, FRA establishied minimum qualification requirements for flaw detection equipment operators, as well as revised requirements for effective rail inspection frequencies, rail flaw remedial actions, and rail inspection records. In addition, FRA removed regulatory/information collection requirements concerning joint bar fracture reporting. The final rule -- and associated information collection -- implemented section 403 of the Rail Safety Improvement Act (RSIA) of 2008.

The decrease in burden is due solely to adjustments, which are shown in the table provided in the answer to question number 15 of the Supporting Justification included in this submission. . Adjustments shown in the provided table decreased the burden by 659,546 hours and decreased the number of responses by 35,373. The current OMB inventory shows a total burden of 2,475,698 hours, while the present submission exhibits a total burden of 1,816,152 hours. Hence, there is a total decrease of 659,546 hours. There is no change in costs to respondents.
