5 CFR 1320.8(d)(1) requires agencies to both seek public comment in the form of a Federal Register notice and "otherwise consult with members of the public and affected agencies". This information collection request technically complied with the regulation; however, only three respondents were contacted regarding a total of two forms. When renewed, the US Forest Service must consult with no less than three individuals on any and all forms and component collectons of information associated with 10,000 or more burden hours. Any relevant comments must be included in the supporting statement along with the program's response.
