1320.8(d)(1) requires agencies to both seek public comment in the
form of a Federal Register notice and "otherwise consult with
members of the public and affected agencies". This information
collection request technically complied with the regulation;
however, only three respondents were contacted regarding a total of
two forms. When renewed, the US Forest Service must consult with no
less than three individuals on any and all forms and component
collectons of information associated with 10,000 or more burden
hours. Any relevant comments must be included in the supporting
statement along with the program's response.

This information collection is used by
the Forest Service to evaluate and ensure that authorized uses of
National Forest System (NFS) lands are in the public interest and
are compatible with the agencys mission. The information helps the
agency identify environmental and social impacts of special uses
for purposes of compliance with the National Environmental Policy
Act (NEPA) and program administration.

Two new forms, Stanislaus
FS-2300-1A and Stanislaus FS-2300-1B are included in this renewal
submission. The forms added an additional program change for 326
annual responses and 27 additional burden hours. The combined
program changes and adjustment changes for FS and DOI in agency
estimates resulted in an overall increase of 4,700 burden hours and
an increase of 15,710 responses.
