  3. What factors influence interoperability?

    1. How do rates of engaging interoperability (sending, receiving, finding, integrating) vary by organizational and area characteristics, including value-based payment and delivery system reform participation?

    2. What types of services are used to enable exchange of health information, such as participation in HIOs and use of HIE specific vendors?

    3. What are the most frequently cited barriers to interoperability?
