2017 Outer Continental Shelf Emissions Inventory
Gulf of Mexico and North Slope Borough of the State of Alaska

Introduction
The Bureau of Ocean Energy Management (BOEM) is issuing this Notice to Lessees and Operators
(NTL) to instruct lessees, operators, right-of-use and easement (RUE) holders and pipeline right-ofway (ROW) holders regarding what production activity information to collect and submit (facility,
equipment, fuel usage, throughputs, etc.) for use in the 2017 Outer Continental Shelf (OCS)
Emissions Inventory and where they can find submission instructions and software for providing
the activity reports necessary for compliance with 30 CFR 550.304.

Background
In 2000, BOEM Gulf of Mexico OCS Region (GOMR) prepared a Gulfwide Emissions Inventory.
BOEM GOMR prepared subsequent inventories in 2005, 2008, 2011 , and 2014. With this NTL,
BOEM is working toward preparation of its 2017 OCS Emissions Inventory to ensure compliance
with section 5(a)(8) of the Outer Continental Shelf Lands Act, 43 U.S.C. § 1334(a), and regulations
at 30 CFR 550.304. Because Congress, in the Consolidated Appropriations Act, 2012 (P.L. 11274), mandated that BOEM regulate air quality impacts from activities on the OCS adjacent to the
North Slope Borough of the State of Alaska, this emissions inventory effort is expanded to include
OCS activities in the Chukchi and Beaufort Seas and a portion of the Hope Basin Planning Area.
Since the U.S. Environmental Protection Agency (USEPA) has air quality jurisdiction in the
Pacific Region, this expansion does not include activities offshore of the states along the Pacific,
which would duplicate the effort already undertaken by the USEPA in those areas.
The 1990 Clean Air Act Amendments require states to prepare air emission inventories every three
years, beginning in 1996. The collection and compilation of an emissions inventory for OCS
sources for calendar year 2017 is imperative. These emission inventories provide BOEM the
essential tools to comply with the Congressional mandate under section 328(b) of the Clean Air
Act, 42 U.S.C . .§ 7627(b) to coordinate air pollution control regulations addressing emissions from
OCS activities regulated by BOEM and regulations addressing emissions from State-based
activities regulated by USEPA. The inventories also provide BOEM the essential input needed to
assess offshore oil and gas activities impacts to the states as mandated by the OCSLA, provide the
states the essential tools needed to perform their State Implementation Plan demonstrations to the
USEPA, and provide the operators essential data to assist with their mandatory reporting of
greenhouse gases to the USEPA.

Collecting and Reporting Information
BOEM and the states need information about 2017 offshore emissions, including attributed
emissions of mobile support craft, from facilities located in the Gulf of Mexico OCS (west of
87° 30' West longitude), in the Chukchi and Beaufort Sea Planning Areas, and a portion of the
Hope Basin Planning Area. This inventory will coincide with the 2017 onshore emission
inventories at corresponding adjacent states. Lessees, operators, and holders of each RUE and
pipeline ROW that includes an accessory structure in the western Gulf of Mexico or the OCS
adjacent to the North Slope Borough are to collect and report activity information, including
facility, equipment, and fuel usage during the period January 1, 2017, to December 31, 201 7.
The activity information needed is more specifically delineated and described in the 2017
Gulfwide Offshore Activities Data System (GOADS-2017) software, online Users Guide, and
other online information referenced below.
BOEM will calculate emissions data using the activity information provided under this NTL.
The calculations will result in a 2017 inventory of emissions data for carbon monoxide (CO),
sulfur dioxide (S02), nitrogen oxides (NOx), particulate matter (PM10 and PM2.5), volatile
organic hydrocarbons (VOC), lead (Pb), ammonia (NH 3), carbon dioxide (C02), methane
(CH4), nitrous oxides (N20), and relevant hazardous air pollutants (HAPs).
The collection and submission of this OCS activity data is to be done by using the GOADS2017 software. The GOADS-2017 works on IBM compatible personal computers equipped with
Microsoft Windows 2000, NT, XP, VISTA, Windows 7, or Windows 10 operating systems.
On November 1, 2016, BOEM will place the following on its Internet homepage at

(2) GOADS-2017 Software, which will be used to collect and report your OCS activity
data;
(3) GOADS-2017 User's Guide;
(4) Frequently Asked Questions (FAQ's);
(5) How to Submit Emissions Reports; and
( 6) Technical Support/Updates.

Submit all activity data to BOEM at ocsemissionsinventory@,boem.gov by April 17, 2018. Ali
structures must be reported; there are no exempt facilities for this effort.
Authority
BOEM derives its authority for requiring emissions monitoring and reporting from section 5(a)
of the Outer Continental Shelf Lands Act, 43 U.S.C. § 1334, the Consolidated Appropriations
Act, 2012 (P.L. 112-74), and regulations at 30 CFR 550.304.

Guidance Document Statement
BOEM issues NTLs as guidance documents in accordance with 30 CFR 550.103 to clarify and
provide more detail about certain BOEM regulatory requirements and to outline the information to
be provided in your various submittals. Under that authority, this NTL sets forth a policy on, and
an interpretation of, regulatory requirements to provide a clear and consistent approach to
complying with those requirements. However, if you wish to use an alternate approach for
compliance, you may do so after you receive approval from the appropriate BOEM office under
30 CFR 550.141.

Paperwork Reduction Act of 1995 Statement

The information collection provisions of this notice are intended to provide clarification,
description, or interpretation of requirements contained in 30 CPR 550, Subparts B and C. The
Office of Management and Budget (OMB) has approved the current information collection
requirements for these regulations and has assigned OMB Control Numbers 1010-0151 and
1010-0057, respectively. This NTL does not impose additional information collection
requirements subject to the Paperwork Reduction Act of 1995.
