The Striving Readers Comprehensive Literacy (SRCL) program is carried out under the legislative authority of Section 1502 of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (ESEA), and Title III of Division H of the Consolidated Appropriations Act, 2016 (Pub. L. No. 114-113). The competitive grant program provides funds to State educational agencies (SEAs) for competitive subgrants to local educational agencies for a comprehensive literacy development and education program to advance pre-literacy and literacy skills for disadvantaged children from birth to grade 12, including English learners and students with disabilities.

Adjustments in burden hours were required because of program changes that will require respondents to address new priorities, requirements and selection criteria. The program changes resulted from actions taken to align SRCL initiatives with the national policies for advancing literacy and pre-literacy skills in disadvantaged children. There is a program change increase of four respondents and 2,880 annual burden hours; the revised burden hours are due to program changes due to Department’s discretion.
