Thank you for sending these comments on behalf of NCHER. We have made all of the suggested changes except for the proposed change in Section 2, shown below. We understand the rationale for the proposed
change, but the reason for having the two check boxes is to distinguish between borrowers who taught special education at the elementary level vs. those who taught special education at the secondary level.
Although the forgiveness benefit is the same for both categories, this information is needed for reporting purposes. With the proposed change, it would not be possible to determine whether a special education
teacher who checked the “for an eligible educational service agency” box taught elementary level or secondary level children.
