This information collection allows
Indian Affairs to solicit proposals from federally-recognized
Indian tribes seeking funding to retain universities and colleges,
private consulting firms, non-academic/non-profit entities, or
others to perform feasibility studies of economic development
opportunities or long-term, strategic, reservation-wide economic
plans. These feasibility studies will empower American Indian
tribes and tribal businesses to make informed decisions regarding
their economic futures.
As a result of the feedback
IEED received regarding the burden hours associated with the
application, the burden hours have been increased in the table
below. However, IEED acknowledges that the solicitation does not
request a uniform format on what information is needed from tribes.
Therefore, some tribes certainly do put in more time and effort to
collect information and submit the application. There were several
formats that were used that were streamlined and probably took
about 10 hours to complete. Several of those were funded.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
