Assumptions:










a We assume there are 8 existing sources subject to the rule and 1 additional source per year will become subject to the rule during the three year period of this ICR.










b This ICR uses the following labor rates based on Department of Labor, Bureau of Labor Statistics (BLS) data “Table 2 Civilian Workers, by Occupational and Industry group. --$138.43 per hour for Executive, Administrative, and Managerial labor; $106.45 per hour for Technical labor, and $52.77 per hour for Clerical labor. The rates have been increased by 110 percent to account for the benefit packages available to those employed by private industry.










c We assume that all sources will have to familiarize with the regulatory requirements each year.










d One-time only costs (1 new respondent per year).










e Assumed that one-third of the facilities will petition for site-specific parameters.










f We assume that 10 percent of the facilities would not have a qualified operator available for more than two weeks at least once a year (Note: each deviation requires 2 notifications, 1 for when the deviation occurs and 1 for when operation resumes). Assumptions:

These rates are from the Office of Personnel Management (OPM), 2016 General Schedule, which excludes locality rates of pay. The rates have been increased by 60 percent to account for the benefit packages available to government employees.
