or businesses in the U.S. that use U.S.flag vessels. If MARAD determines, in
accordance with 46 U.S.C. 12121 and
MARAD’s regulations at 46 CFR part
388, that the issuance of the waiver will
have an unduly adverse effect on a U.S.vessel builder or a business that uses
U.S.-flag vessels in that business, a
waiver will not be granted. Comments
should refer to the docket number of
this notice and the vessel name in order
for MARAD to properly consider the
comments. Comments should also state
the commenter’s interest in the waiver
application, and address the waiver
criteria given in § 388.4 of MARAD’s

Type of Review: Renewal of an
information collection.
Background: The collection is in
accordance with Section 708, Defense
Production Act, 1950, as amended,
under which participants agree to
provide commercial sealift capacity and
intermodal shipping services and
systems necessary to meet national
defense requirements. In order to meet
national defense requirements, the
government must assure the continued
availability of commercial sealift
resources. The information collection is
needed by MARAD and the Department
of Defense (DOD), including
representatives from the U.S.
Transportation Command, to evaluate
and assess the applicants’ eligibility for
participation in the VISA program.
Respondents: Operators of qualified
dry cargo vessels.
Number of Respondents: 40.
Frequency: Annually.
Number of Responses: 40.
Total Annual Burden: 200 hours.
Public Comments Invited: You are
asked to comment on any aspect of this
information collection, including (a)
whether the proposed collection of
information is necessary for the
Department’s performance; (b) the
accuracy of the estimated burden; (c)
ways for the Department to enhance the
quality, utility and clarity of the
information collection; and (d) ways
