Who must comply?
Owners and operators of vessels, and recognized organizations authorized to issue International Safety Management (ISM) Code certificates for the United States.
What is this collection about?
This information helps to determine whether U.S. vessels, subject to International Convention for the Safety of Life at Sea (SOLAS 74), engaged in international trade, are in compliance with that treaty. Organizations recognized by the Coast Guard conduct ongoing audits of vessels’ and companies’ safety management systems.

Title 33 CFR 96, is available at—http://www.eCFR.gov, select TITLE 33 – Navigation and Navigable Waters, and follow to Part 96. Post State Control (PSC) guidance is available at— LINK.
When must information be submitted?
Information must be submitted by a vessel owner/operator to a recognized organization prior to the issuance of International Safety Management (ISM) Code–related documents and periodically thereafter.
How is the information submitted?
Information is submitted as detailed in 33 CFR Part 96. A checklist is provided in the PSC guidance noted above.
What happens after providing all required documentation/ information?
Once all required information has been provided and the CG recognized organization has approves it, the vessel will be issued ISM Code–related documents. If the information is incomplete, the vessel owner/operator will be advised of the deficiency.
