The Department of Labor (DOL) is submitting the Employment and Training Administration (ETA) sponsored Training and Employment Guidance Letter (TEGL) for inclusion in the record. Training and Employment Guidance Letter (TEGL) No. 39-14, Change 1 reflects current guidance.

Change 1 clarifies in section 6c and in attachment 2, Other Requirements—Data Collection (attachment page 4) that when a grantee conducts ETA data collection activities in an alternative manner from BLS technical standards and methodologies, they are requested to document and submit a defensible rationale to the appropriate ETA regional office, but they are not required to obtain advance approval from that office. The remainder of the TEGL remains unchanged.
