Abstract: The information is being
used to establish VA Veterans Health
Information Systems Technology
Architecture (VistA) computer accounts
for Veteran Service Officers (VSO’s)
who have been granted Power Of
Attorney by veterans who have medical
information recorded in VA electronic
health records. This information is
collected under the authority of Title 38,
CFR parts 51 and 52, Veterans Benefits.
The information will be used by VHA
Office of Health Information
Governance and/or contractors to create
accounts in the VistA computer system
for VSO’s. The information collected is
used for a national roll-out of a project
targeted at providing more efficient
benefits processing services to veterans.
The VistA system requires a minimal set
of data to create an account, which has
been reflected on the form. After the
initial roll-out, the burden to the
government will be minimal, only
involving VSO staff turnover.

Estimated Total Annual Burden: 17
hours.
Estimated Average Burden per
Respondent: 2 minutes.

change of a currently approved
collection.
Abstract: 38 U.S.C. 1121 and 1310
provide for payment of Dependency and
Indemnity Compensation (DIC) or death
compensation to parents of a Veteran
whose death is service-connected.
Parents must also meet income
limitations to be eligible for benefits. 38
U.S.C. 5121 provides for payment of
accrued benefits. VBA uses 21P–535 to
collect the information necessary to
determine a surviving parent’s
eligibility to Parents’ DIC benefits.
An agency may not conduct or
sponsor, and a person is not required to
respond to a collection of information
unless it displays a currently valid OMB
control number. The Federal Register

ACTION:

This Federal Register Notice
announces a change in website location
of a 2015 report entitled, ‘‘Independent
Assessment of the Health Care Delivery
Systems and Management Processes of
the Department of Veterans Affairs
(Independent Assessment Report).’’ The
Independent Assessment Report was
required by Section 201 of the Veterans
Access, Choice, and Accountability Act
of 2014 (Choice Act). Section 201 also
required the Secretary of Veterans
Affairs (VA) to publish the Report in the
Federal Register and on a Department
internet website accessible to the public.
VA published the Federal Register
Notice, which included the website
address on September 18, 2015.

SUPPLEMENTARY INFORMATION: Section
201 of the Choice Act required the
Secretary to contract with a private
entity to conduct an independent
assessment of VA health care. Within 60
days of completing the assessment, the
private entity was required to submit a
report of its findings and
recommendations. The Secretary was
then required to publish the report in
