In accordance with 5 CFR 1320, the information collection is approved for three years. As terms of clearance and as required by 5 CFR 1320.8(d)(1), the agency is required to consult with up to 9 members of the public and affected agencies concerned with this collection to solicit comment on matters including the accuracy of the burden estimate, ways to enhance the quality, utility, and clarity of the information being collected, and ways to minimize the burden. The agency is also reminded to discontinue the surveys it has consolidated into this collection.

This consolidated ICR calculates the burden and costs associated with the NPDES program, identifies the types of activities regulated under the NPDES program, describes the roles and responsibilities of state governments and the Agency, and presents the program areas that address the various types of regulated activities. It is an update of the Information Collection Request for the NPDES Program (OMB Control Number: 2040-0004; EPA ICR Number: 0229.21) that consolidated the burden and costs associated with activities previously reported in 11 of the NPDES program or NPDES-related ICRs administered by EPA's Water Permits Division. This renewal documents the addition of the burden and costs for seven more NPDES programs previously contained in separate ICRs.

The program change results from merging 7 related ICRs into this ICR, including Consolidated Animal Sectors (2040-0250); Pesticide Applicators (2040-0284); National Pretreatment Program (2040-0009); Cooling Water Intake Structures Phase I—New Facilities (2040-0241); Cooling Water Intake Structures at Phase III Facilities (2040-0268); Cooling Water Intake Structures Existing Facilities (2040-0257); NPDES Electronic Reporting Rule (2020-0035). The change in adjustments resulted from significant adjustments to the burden estimates occurred within three component ICRs: NPDES Electronic Reporting Rule, CWIS Existing Facility, and Consolidated Animal Sectors and minor adjustments within the other components.
