To protect the National Credit Union
Share Insurance Fund (NCUSIF) and the credit union system, the
largest Federally Insured Credit Unions (FICUs) must have systems
and processes to monitor and maintain their capital adequacy. The
rule requires covered credit unions to develop and maintain a
capital plan and submit this plan to NCUA by March 31 of each year.
The rule applies to all FICUs that report $10 billion or more in
assets on their March 31 Call Report.
This is a request for
emergency approval. The information collection requirements
prescribed under subpart E of part 702 was published as final on
April 30, 2014, at 79 FR 243111 (effective May 20, 2014), and were
set-out in the preamble. The public was provide an opportunity to
comment on the proposed collection (NPRM November 1, 2013, at 78 FR
65583) and comments were summarized and addressed in the final
rule; but no formal PRA submission was made to the Office of
Management and Budget (OMB). These regulations were promulgated in
the wake of the Dodd-Frank Act (Pub.L. 111-203, H.R. 4173) and were
put in place to protect the National Credit Union Share Insurance
Fund (NCUSIF) and the credit union system. Changes are being
proposed to this subpart that would impact paperwork burden. NCUA
requests emergency consideration to bring the information
collection requirement into compliance under the PRA.
