The Consolidated Appropriations Act of
2017 (Act; P.L. 115-31) provided the CDFI Fund up to $3 million to
provide “technical and financial assistance to CDFIs that fund
projects to help individuals with disabilities.” The CDFI Fund
created the Disability Funds-Financial Assistance (DF-FA)
Application in response to this Congressional directive. The CDFI
Fund intends to provide DF-FA awards to certified CDFIs with a
track record of serving individuals with disabilities. For purposes
of the DF-FA awards selection process, Disability will mean a
person with a physical or mental impairment that substantially
limits one or more major life activities; a person who has a
history or record of such an impairment; or a person who is
perceived by others as having such an impairment, as defined by the
Americans with Disabilities Act (ADA). Applicants selected to
receive DF-FA awards will have a demonstrated track record of
serving individuals with disabilities, specifically by providing
financial products and services and/or development services that
have a primary purpose of benefiting individuals with disabilities.
Additionally, successful applicants will demonstrate that they will
increase and/or expand their financial products and services,
and/or development services, to address the challenges of
individuals with disabilities, in areas such as: asset development;
affordable, accessible, and safe housing; employment opportunities;
and access to assistive products and services that support health
and community living. The CDFI Fund will administer DF-FA awards in
conjunction with the annual Community Development Financial
Institutions Program (CDFI Program) and Native American CDFI
Assistance Program (NACA Program) application process.
The CDFI Fund requests
an Emergency PRA Review in order to be responsive to the
Congressional directive included in the Consolidated Appropriations
Act of 2017 (the Act; P.L. 115-31), to provide up to $3 million to
CDFIs that fund projects that help individuals with disabilities.
The approval of the Disability Funds Financial Assistance
Application (the DF-FA Application) is a time sensitive request as
the appropriated funds expire on September 30, 2018. Furthermore,
the Joint Explanatory Statement accompanying the Act requires the
CDFI Fund to submit a report, no later than the end of fiscal year
2019, to the Committees on Appropriations of the House and Senate,
the Committee on Financial Services of the House, and the Committee
on Banking, Housing, and Urban Affairs of the Senate, which shall
include the number of awards, amount of each award, and anticipated
projects funded (if funds are disbursed for this purpose) as well
as findings and recommendations related to the efficacy of award
efforts and impacts on the disability community. In order to meet
this Congressional requirement, the CDFI Fund must award the DF-FA
funds through its FY 2018 CDFI Program and NACA Program funding
round.

The Consolidated Appropriations

estimated number of hours to complete the DF-FA Application is
based on the number of questions, character limits per question,
and the complexity of the information that applicants are required
to provide. The CDFI Fund estimates that 30 private sector
applicants will complete the DF-FA Application, and that it will
take each applicant approximately 12 hours to complete. This
results in a total burden estimate of 360 hours. It is anticipated
that Financial Managers will complete the application for
applicants at a cost of $58.54 per hour for a total estimate of
$21,074.00. Only private sector (for-profit and non-profit)
applicants may apply for DF-FA. Therefore, the total cost burden
estimate is based on private sector hourly rate costs.
