INSTRUCTIONS




You must use the lookup table to fill in boxes if it is available. Do not type alternate text in those boxes.




1. After you have fully read these instructions, go to first worksheet tab "90-1-Start Here"--this is the blank 90-2 form.




2. Fill in all the colored cells on the 90-2 form.. Your Sea Grant program can help if there are cells you don't know the answer to, or they may say to just leave those blank.

- First, Select the Program from a dropdown menu of all Sea Grant Program standard abbreviations.

- Unless your Sea Grant Program tells you differently, you can leave the Prefix and Project Number fields blank

- There's only room for four Pis. If you have more, report them in the Methodology. Add a sentence like this:
"Additional PIs: John Smith, Auburn University; Jane Doe, Auburn University"


- Certain cells are filled using lookup tables. To fill these cells, click the "Look Up" button next to the cell, and follow the directions. If a cell has a "Look Up" button next to it, you must use the lookup table to fill it out (don't just write in).

- Some cells ("Partners","Classification Codes", "Focus Areas") allow multiple values. Get them from the lookup table one at a time. Look up your first partner, enter it and return to look up your second, etc. Again, consult with your SG program if you don't know what to do.

- Don't neglect to include the total Federal request, and the total match.

- You do not need to fill in any of the uncolored cells.

OBJECTIVES: Objectives: Innovative collaborations between the fishing industry and research communities have continued since 1999. Two cooperative research funding organizations, the Northeast Consortium (NEC) and the Cooperative Research Partnership Program (CRPP), have supported these collaborations. The Northeast Consortium received limited funds from NOAA/NMFS and was able to offer a 2010 RFP ($1.2 million). The NMFS CRPP program initiated a collaborative approach to funding fisheries research in the Northeast. A broad agency announcement, or BAA, was released for regional partnerships to submit multi-year projects targeting conservation engineering and fisheries science. Two projects in particular were funded, GEARNET and REDNET. Both included the N.H. Sea Grant Fisheries Program to coordinate extension and outreach.
Methodology: As in 2009, the NOAA S-K grant program was appropriated $5 million in 2010 to support fisheries, aquaculture and fisheries social science projects in the Northeast. A new investment in aquaculture research and extension occurred within the National Sea Grant program, which offered $4.8 million to fund research and $2.0 million for aquaculture extension. Although funding for broad topic collaborative research projects has suffered, organizations like the above have allowed for partnerships and cooperative projects to continue, and for aquaculture research, to grow. It has continued to be critical for the fisheries extension program to identify and support the development of outreach and technology transfer mechanisms that will encourage the incorporation of conservation minded fishing gear into the industry.
Rationale: With the transition from days-at-sea groundfish management to the current sector allocation system, the small vessel fishing fleet in Maine, N.H. and Mass. has suffered economically, making it even more important that the industry diversify and pursue innovative marketing strategies to sustain their operations. In addition to these challenges, groundfishermen are facing cuts in the allowable catch for their most marketable species (e.g. cod) upwards of 70%. Although lobster catches have recently reached all-time highs, record low boat prices and increasing operational costs, such as fuel expenses, are presenting significant challenges to the sustainability of lobstering as well. The Fisheries Extension program continues to invest a significant portion of its resources and time to work with the industry, local organizations and seafood wholesalers and retailers to increase awareness of and demand and to facilitate development of alternative supply chains that deliver locally branded seafood that deliver higher profits to boats.
