What is the 2018 Census Test?

How will I identify a Census Enumerator?

The Census Bureau is conducting this survey in preparation for the
2020 Census. The goal of this survey is to develop new methods
that will make the next census easier, more convenient, and less
costly for taxpayers.

An enumerator from the Census Bureau will identify him or herself
and show you a badge when meeting with you. Enumerators will
provide the phone number of their area census office upon request.
An enumerator will never ask for Social Security numbers or banking
information.

What will I need to provide?

The Census Bureau is contacting multi-unit managers to test the
methods that will be used in the 2020 Census in order to account for
housing units that are located in multi-unit buildings and to follow up
with occupied housing units that have not responded.

Census Enumerators will ask multi-unit managers to provide
the following:

• Occupancy status of units in your complex, particularly which
units were known to be vacant as of April 1, 2018.

• The reason that each unoccupied unit was vacant as of
April 1, 2018. Reasons for vacancy include: Vacant for rent,
rented but not occupied, for sale only, sold but not occupied,
unit is occupied seasonally or for recreational purposes only,
unit is for occupancy for migrant workers, and other.

• Entry to buildings of occupied units either in person or through
access codes.

What do building residents need to know?
Our enumerators will attempt to speak with residents of your complex
or building(s) who have not yet completed our questionnaire online or
mailed back a completed paper questionnaire. Residents can
complete their questionnaire online anytime using their User ID.
Legal Authority and Confidentiality
The U.S. Census Bureau is required by law to protect your
information. The Census Bureau is not permitted to publicly release
your responses in a way that could identify you or your household.
We are conducting this survey under the authority of Title 13,
United States Code, Sections 141 and 193. Federal law protects your
privacy and keeps your answers confidential (Title 13, United States
Code, Section 9). Per the Federal Cybersecurity Enhancement Act of
2015, your data are protected from cybersecurity risks through
screening of the systems that transmit your data.

How long will this survey take?
The U.S. Census Bureau estimates that, for the average household,
this survey will take about 10 minutes to complete on average.
