TITLE OF INFORMATION COLLECTION: Grantee Exchange Platform Survey

PURPOSE: Child Welfare Information Gateway (Information Gateway) is a service of the Children’s Bureau (CB), a component within the Administration for Children and Families, and is dedicated to the mission of connecting professionals and concerned citizens to information on programs, research, legislation, and statistics regarding the safety, permanency, and well-being of children and families. In addition to these main functions, Information Gateway staff also provide support to CB divisions, including providing information services to support CB grantees. Information Gateway has developed the Grantee Exchange knowledge management (KM) platform to support grantee collaboration, learning, and information sharing. 


This platform will be tested with selected Children’s Bureau grantees between over a six-month period following OMB approval. Data collection is designed to support Information Gateway’s understanding of grantee experiences so that future improvements can be made.


This is a request for approval by the Office of Management and Budget (OMB), under the Federal Paperwork Reduction Act of 1995, for data collection activities to be authorized under the Administration for Children and Families’ generic OMB clearance # 0970-0401. Information collection activities include delivering voluntary surveys.


DESCRIPTION OF RESPONDENTS: Children’s Bureau FY18 and FY19 Community Collaboration grantees that may potentially include staff from State and local governments, the territories, service providers, Indian Tribes and tribal organizations. An estimate of the annual response burden is outlined below.

Survey respondents will include selected grantees from each of the Children’s Bureau FY18 and FY19 Community Collaborations grantee projects. Currently, there are four and nine grantee projects for the FY18 and FY19 clusters, respectively. Survey sample will include 2 state and local child welfare agency staff from each of the 13 grantees participating in the pilot, for total of 26 potential respondents. Online surveys will be administered twice via e-mail, with the first administration taking place as grantees begin the pilot, to better understand their current habits and preferences for exchanging information and expectations for the platform. The second administration, designed to get feedback about grantee experiences with the platform and how the platform can be improved, will take place 5-6 months following the first administration.
