A Message from the Director, U.S. Census Bureau:
We are requesting your cooperation with the Survey of Residential Building or Zoning Permit
Systems. The U.S. Census Bureau uses the information from this survey to update our list of
jurisdictions that issue building or zoning permits. From these jurisdictions, we obtain statistics on the
number and valuation of residential housing units authorized by building or zoning permits, which help
us provide the kind of statistics that the Federal Government, state and local governments, and private
industry can use to analyze this very important sector of our economy.
Please complete all sections applicable to the jurisdiction shown in the "FOR" line of the address section
of the enclosed Form C-411, "Survey of Residential Building or Zoning Permit Systems." Return the
completed form in the enclosed envelope. You may also submit your survey by fax
(301-763-8587) within 30 days of the postmark stamped on the front of the envelope.
We estimate this survey will take an average of 15 minutes to complete, including the time for
reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and
completing and reviewing the collection of information. Information about the authority, confidentiality,
and burden of this data collection can be found on the back of this letter.
