information is voluntary. However,

Membership Selection: Individuals
shall qualify to serve on the Board
because of their education, training, or
experience that enables them to give
informed and objective advice regarding
the interest they represent. They should
demonstrate experience or knowledge of
the area of their expertise and a
commitment to collaborate in seeking
solutions to resource management
issues. The Board is structured to
provide fair membership and balance,
both geographic and interest specific, in
terms of the functions to be performed
and points of view to be represented.
Members are selected with the objective
of providing representative counsel and
advice about public land and resource
planning. No person is to be denied an
opportunity to serve because of race,
age, sex, religion, or national origin.
Individuals who are federally registered
lobbyists are ineligible to serve on all
FACA and non-FACA boards,
committees, or councils in an individual
capacity. The term ‘‘individual
capacity’’ refers to individuals who are
appointed to exercise their own
individual best judgment on behalf of
the government, such as when they are
designated Special Government
Employees, rather than being appointed
to represent a particular interest.
Pursuant to Section 7 of the Wild
Free-Roaming Horses and Burros Act,
members of the Board cannot be
employed by either Federal or State
governments.

In accordance with the

Bureau of Land Management (BLM) is
proposing to renew an information
collection.
SUMMARY:
Interested persons are invited to

2018.

SUPPLEMENTARY INFORMATION: In
accordance with the Paperwork
Reduction Act of 1995, we provide the
general public and other Federal
agencies with an opportunity to
comment on new, proposed, revised,
and continuing collections of
information. This helps us assess the
impact of our information collection
requirements and minimize the public’s
reporting burden. It also helps the
public understand our information
collection requirements and provide the
requested data in the desired format. We
are soliciting comments on the proposed
ICR that is described below. We are
especially interested in public comment
addressing the following issues: (1) Is
the collection necessary to the proper
functions of the BLM; (2) will this
information be processed and used in a
timely manner; (3) is the estimate of
burden accurate; (4) how might the BLM
enhance the quality, utility, and clarity
of the information to be collected; and
(5) how might the BLM minimize the
burden of this collection on the
respondents, including through the use
of information technology.
