Abstract: The information is critical to allowing DOE to determine: (1) whether alternative fuel provider and State government fleets are in compliance with the alternative fueled vehicle acquisition mandates of Sections 501 and 507(o)of the Energy Policy Act of 1992; (2) whether such fleets should be allocated credits under Section 508, and (3) whether those fleets that opted into the alternative compliance program under Section 514 are in compliance which applicable requirements. Regulated entities, being covered State and alternative fuel provider fleets, provide this information. Because DOE has the authority under Section 512 to impose civil penalties and fines on violators. The information collection is essential to determine whether alternative fuel provider and State government fleets are in compliance with the various statutory and regulatory provisions.

Short Statement: The previously approved burden hours (1970) was inputted incorrectly in 2013. The burden hours should have been 2,273. Based on that number there should be a decreased program change due to agency discretion of 58, instead of an increased change of 245 as shown in the ICR summary of burden. Per the program, the decrease is due to the fact that fewer fleets on average are complying via Alternative Compliance – instead opting to comply via Standard Compliance, which is slightly less burdensome.
