Dear Mr. Nye:
The Department of Housing and Urban Development (HUD) is seeking an emergency
review of the Paperwork Reduction Act requirements for a survey to assess the operating status of
housing counseling agencies impacted by Presidentially Declared Disasters and FEMA Emergency
Declarations. 24CFR214.305 requires agencies to notify HUD when any aspect of the agency's
purpose or functions may impair its ability to comply with these regulations or the applicable grant
agreement. This assessment survey outlines the information needed after a disaster in order for the
Office of Housing Counseling to determine the ability of the housing counseling agencies to
perform their required functions. Notices of Paperwork Submission (copies enclosed), proposed
for immediate Federal Register publication, explains the burden of the collection requirements and
invites public comment on them.
In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency
processing within 7 days from the date of publication of the Federal Register Notice. This
emergency processing is essential so that the Office of Housing Counseling can quickly ascertain
the operating status of Housing Counseling agencies in areas impacted by Presidentially Declared
Disasters and FEMA Emergency Declarations and provide necessary support to the agencies and
their clients.
