This information collection is being
submitted because, in the Second Report and Order in PS Docket Nos.
15-91 and 15-94, FCC 18-4, the Commission adopts rules that require
Wireless Emergency Alert (WEA) providers to submit information
subject to the Paperwork Reduction Act (PRA). Specifically, the
Commission adopts rules that: (1) obligate commercial mobile
service (CMS) providers to submit written election of intent to
participate in WEA, consistent with new definitions of 'in whole'
or 'in part' participation; and (2) require CMS providers to notify
consumers about the availability and benefits of enhanced
geo-targeting via URL or a sales representative at the point of
sale. Additionally, this information collection is being submitted
because the Commission plans to create a new database to
voluntarily collect election information, area served by
participating CMS providers, and which phones will transmit
WEAs.
The Commission is reporting a
program change to this information collection. Due to the new
voluntary Database Collection, the total annual responses have
increased by +1,253 and the total annual burden hours increased by
+627 from the last submission to OMB. There are no adjustments to
this collection.
