[INTERVIEWER READS] Please carefully consider the following plan to protect coral reefs in [Jurisdiction].

Suppose, because of the need to raise funds to improve management of coral reefs, the state/territorial government of [Jurisdiction] was considering adding a “Reef Conservation Tax” on top of your existing local taxes.
