Information Collection Request 1140-0087
“eForm Access Request”
Participants in the electronic filing system developed by ATF, which is also known as the eForms Platform, will use the eForm Access Request to obtain password access to the following official application forms, that are maintained by the Firearms and Explosives Services Division, and can be electronically completed and submitted for processing:
ATF F 6 Part 1, Application and Permit for Importation of Firearms, Ammunition and Implements of War
ATF Form 6 Part II, Application and Permit for Importation of Firearms, Ammunition and Implements of War (for use by members of the U.S. Armed Forces),
ATF Form 6 NIA, Application and Permit for Temporary Importation of Firearms and Ammunition by Nonimmigrant Aliens,
ATF Form 6A, Release and Receipt of Firearms, Ammunition, and Implements of War,
ATF Form 1, Application to Make and Register a Firearm, ATF Form 2, Notice of Firearms Manufactured or Imported,

Although electronic filing of the previously mentioned forms is voluntary, participants must submit certain information about themselves, including personally identifiable information (PII), that meet DOJ and ATF computer security requirements, in order to obtain a password to access to the eForms Platform. The collection of PII which is required the under the authority of 18 U.S.C. 925(d), must be submitted by applicants, in order to associate them with a particular ATF issued license, permit, registration or application.
The information submitted on the eForm Access Request form will be used by ATF to authenticate end users in the eForms Platform, so they can electronically file the following applications:

ATF Form 6 Part II, Application and Permit for Importation of Firearms, Ammunition and Implements of War (for use by members of the U.S. Armed Forces),

The eForms system will authenticate end users by comparing information submitted on the eForm Access Request form, to records held in multiple, independently sourced databases, such as postal address. By checking multiple sources, often with an overlapping scope of coverage, the verification engine will enables the authentication process, while reducing the possibility of fraud. The authentication process will also facilitate the creation of electronic signatures, which will replace handwritten signatures, as outlined in the Electronic Signatures in Global and National Commerce Act. ATF will also use the eForm Access Request form to ensure that the information submitted by the users (company name, address, license number, etc.), matches data that is already contained in our databases. This will ensure accuracy in reporting data from electronically filed transactions.
The eForms Access Request form will be available on ATF’s Internet site, and must be completed and submitted electronically. The collection of information gathered from this form, will be used to authenticate users in the electronic database. For security reasons, once an applicant’s request is submitted, they will receive a confirmation email along with their user ID; which they will utilize to create their password as part of the electronic registration process for the eForms Platform.
ATF uses a uniform subject classification system to identify duplication, and also to ensure that any similar information that is already available, cannot be used or modified for use for the purpose of this information collection.
This IC does not significantly impact small business, although each business owner is required to complete the eForm Access Request application, in order to gain access to ATF’s the electronic filing system or the eForms Platform.
Access to electronic completion, submission, processing, and approval of any of the previously mentioned applications on ATF’s eForms Platform, is only possible if the respondent completes this information collection. If the information on this form is not submitted, members of the public will not be granted a user ID and password, and cannot participate in ATF’s electronic filing system.
There are no special circumstances associated with this collection. This information collection requirement is conducted in a manner consistent with 5 CFR 1320, Controlling Paperwork Burdens on the Public, Section 6.
No comments were received for either the 60-day or 30-day notices that were published in the Federal Register.
No payment or gift is associated with this collection.
This form is electronically maintained on a secure server located in a room in Bureau’s Data Center located in Martinsburg, WV. Moreover, 5 U.S.C. 552 protects the confidentiality of information obtained by the government from regulated individuals. Confidentiality is not assured.
Information of a sensitive nature is required. The SSN, EIN, date of birth and mother’s maiden name are requested, in order to verify the identity of individuals requesting passwords. This information will be compared to records in other ATF databases, to authenticate the users.
The number of respondents associated with this information collection is 76,000. Since each respondents will only need to complete this form once to receive a user ID and password to access the electronic filing system, the total responses is 76,000. It will take an average 2.24 minutes for each applicant to complete and submit the eForm Access Request for processing. Therefore, the total burden associated with this information collection is 2,837 hours.
The cost to the respondent is $0 because the form is submitted electronically.
The cost to the Federal Government to print this form is $0, because it is an electronic form.
A general increase in the use of this information collection, has contributed to an adjustment in the number of respondents and burden hours by 52,000 and 1,941 respectively.
The results of this collection will not be published.
ATF does not request approval to not display the expiration date of OMB approval for this collection.
There are no exceptions to the certification statement.
