This collection of information helps
insure that exports of commodities controlled for national security
purposes are sent to legitimate end users and not diverted to
unauthorized end users or uses. It also contains recordkeeping and
reporting requirement that involve Import or End-user Certificate
as supporting documentation accompanying an application for an
export license (approved under OMB Control No. 0694-0088). Another
reporting requirement allows exporters to request an exception to
the imports certificate (or its equivalent) procedure. This
reporting requirement also covers requests for exceptions to the
delivery verification procedure. Additionally, this collection also
includes a license exception to the Firearms Entry Clearance
Requirements due to the changes by the President in determining
that certain items no longer warrant control under U.S. Munitions
List (USML) Category I , II, and III.

A change to this IC is
requested to incorporate the collection of information, and
increased burden hours, due to the proposed rule that articles
which the President has determined no longer warrant control under
United States Munitions List (USML) Category I – Firearms, Close
Assault Weapons and Combat Shotguns; Category II – Guns and
Armament; and Category III – Ammunition/Ordnance, be added to the
Commerce Control List (CCL). As BIS oversees the CCL, burden hours
are expected to increase due to the additional license
applications. BIS feels that this collection of information fits
within the scope of this IC.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
